Agra matters to Indian poker for a reason beyond its size: it is where M/S DM Gaming Pvt Ltd v. State of U.P. started. The company applied to the Agra police for permission to run a poker and rummy gaming unit and was refused. In 2024 the Allahabad High Court set that refusal aside, said poker and rummy are games of skill rather than gambling, and directed a fresh, reasoned decision.
The ruling did not create a licence. The court said authorities can still act if actual gambling takes place, and Uttar Pradesh has issued no licensing scheme for poker — so each room depends on local permission. The Supreme Court's 27 May 2026 ruling also confirms that states may prohibit or regulate betting on skill games.
